Call for Collaboration – Public Discussion on Healthy Food Policy in Semarang

Background

Excessive consumption of foods and beverages high in sugar, salt, and fat has become a major public health challenge in Indonesia. Data from the Ministry of Health shows that 28.7% of Indonesians consume foods high in sugar, salt, and fat above the recommended limits. Unhealthy diets are an important risk factor for non-communicable diseases (NCDs), including obesity, hypertension, type 2 diabetes, and cardiovascular diseases.


Addressing NCDs requires more than individual behavior change. Public policies are also needed to create a healthier food environment that enables people to access, choose, and consume healthier food. The World Health Organization (WHO) has recommended a range of policy interventions, including front-of-pack warning labels, restrictions on the marketing of unhealthy food, particularly to children, and fiscal measures such as taxes on sugar-sweetened beverages. Healthy food policies also have important law and human rights dimensions. The right to health includes not only access to health services but also efforts to prevent exposure to factors that increase the risk of disease. Therefore, policies related to food labeling, marketing practices, fiscal measures, and other regulations are relevant to discussions on government responsibilities and the protection of communities from NCD risk factors.


At the local level, civil society organizations, academics, health professionals, students, communities, local governments, and other stakeholders can play an important role in strengthening public understanding and encouraging evidence-based discussions on healthy food policies. Bringing together different perspectives can help identify local challenges, share experiences, and explore opportunities for stronger policy action.


To support this effort, CISDI is inviting local civil society organizations in Semarang to collaborate in organizing a public discussion on healthy food policies from public health, law, and human rights perspectives. The selected organization will work closely with CISDI to organize the discussion and bring together relevant stakeholders to exchange knowledge, experiences, and ideas on how healthy food policies can contribute to the prevention of NCDs in Indonesia.


Objectives

  • Increase public understanding of healthy food policies and their relevance to the prevention of non-communicable diseases (NCDs), particularly from public health, law, and human rights perspectives;
  • Facilitate exchange of knowledge and perspectives among academics, health and legal practitioners, civil society organizations/community groups, students, and local government representatives on healthy food policy issues.


Scope of Work

a. Planning and coordination

  • Jointly develop the concept, and implementation plan for the public discussion;
  • Coordinate with relevant local stakeholders and potential speakers;
  • Participate in coordination meetings throughout the preparation and implementation of the activity.


b. Stakeholder and speaker engagement

  • Create stakeholder mapping and invite relevant stakeholders, including academics, legal and/or health practitioners, civil society organizations, students, communities, and local government representatives;
  • Support communication with selected speakers, moderator, community partners and participants;
  • Initiate and lead the coordination meetings with the potential partners, speakers, stakeholder for the activity.


c. Event preparation and implementation

  • Support the preparation of the venue, participants, event materials, and other logistical needs;
  • Support the implementation of the public discussion on the agreed date and venue.


d. Documentation and reporting

  • Document the activity through photographs, attendance lists, feedback form and other relevant documentation.
  • Prepare a brief activity report covering the implementation, key discussion points, participants, and outcomes of the activity.
  • Provide supporting documentation and other materials required by CISDI.


3. Expected Deliverables

The selected civil society organization is expected to provide the following deliverables:

  • Jointly developed concept and implementation plan for the public discussion;
  • Stakeholder mapping for the speaker, moderator, and community partners;
  • Stakeholder and speaker engagement and coordination;
  • Public discussion implementation;
  • Event documentation, including photographs, attendance list, and feedback from participant, community partners, and panelist;
  • Summary of key discussion points and outcomes;
  • Brief implementation report; and
  • Other supporting documents required for the activity.
