Monitoring, Evaluation, Research, Learning (MERL) & Knowledge Management (KM) Officer (Pencerah Nusantara)

The MERL & Knowledge Management (KM) Officer is a field-based position serving as the focal point for monitoring, evaluation, research, and knowledge management activities under the Pencerah Nusantara program at the sub-district cluster level in Kendal District.


The Officer works closely with health facilities and communities, conducting regular field visits to collect and verify program data, develop observation-based field notes, identify implementation challenges and promising practices, and translate field findings into actionable insights that inform continuous program improvement.


The role encompasses four integrated functions: routine monitoring and data reporting, implementation research and learning, program documentation and knowledge management, and dissemination of findings to project teams and local stakeholders. These functions are mutually reinforcing—high-quality data generates meaningful learning, while well-documented lessons support evidence-informed program implementation and decision-making.


The ideal candidate is systematic, detail-oriented, and comfortable working with both quantitative and qualitative data. They should possess strong analytical and writing skills, enabling them to synthesize field findings into clear, practical, and user-friendly outputs for program teams and stakeholders.


Minimum Qualifications

  • Bachelor's degree in Public Health, Statistics, Epidemiology, Sociology, Social Sciences, or another relevant discipline.
  • Minimum of 2 years of experience in program monitoring, data management, field research, implementation learning, or knowledge management.
  • Demonstrated experience in collecting, verifying, managing, and conducting basic analysis of quantitative and qualitative data.
  • Experience preparing program reports, learning notes, analytical summaries, or program documentation.
  • Basic qualitative analysis and synthesis skills to interpret field findings.
  • Proficiency in Microsoft Excel, Google Sheets, and document or data management platforms.
  • Strong organizational skills with a high level of accuracy, attention to detail, and commitment to data quality and documentation.
  • Excellent coordination and interpersonal communication skills for working with internal teams and field stakeholders.
  • Willingness to travel frequently and work across multiple program implementation areas.
  • Experience working in public health, health systems strengthening, or donor-funded programs is an advantage.
  • Experience collaborating with Community Health Centers (Puskesmas), District Health Offices, or local government institutions is an advantage.
