Primary Health Care (PHC) and Training Officer (Pencerah Nusantara)

The PHC and Training Officer is a field-based position reporting to the Field Coordinator, responsible for strengthening the quality of primary healthcare services at health facilities and within communities across Kendal District.


This role has two complementary areas of focus. First, it provides hands-on technical assistance to Community Health Centers (Puskesmas), Sub-Health Centers (Pustu), and service networks to ensure the implementation of the **Integrated Primary Healthcare (ILP)** approach aligns with national standards and people-centered care principles. Second, it builds the capacity of healthcare workers, community health volunteers (kaders), and local champions through training, mentoring, and ongoing coaching.


In day-to-day operations, the Officer regularly visits health facilities to identify implementation challenges, support the development of service improvement action plans, and coordinate with the District Health Office and relevant partners to ensure capacity-building activities are delivered effectively.


The ideal candidate has a background in health sciences or education, understands the operational dynamics of primary healthcare facilities, is experienced in facilitating adult learning, and is able to translate program standards into practical, context-specific implementation at the field level.


Minimum Qualifications

  • Bachelor's degree in Public Health, Nursing, Midwifery, Education, Psychology, or other relevant disciplines (a Master's degree is an advantage).
  • Minimum of 2 years of experience in implementing health programs, strengthening primary healthcare services, community empowerment, or capacity development initiatives.
  • Experience in training, learning facilitation, mentoring, or workforce capacity development is an advantage.
  • Experience working with Community Health Centers (Puskesmas), community health volunteers (kaders), or local communities is an advantage.
  • Demonstrated ability to prepare program reports and maintain systematic project documentation.
  • Understanding of adult learning methodologies and participatory training approaches.
  • Strong interpersonal communication and stakeholder coordination skills.
  • Willingness to travel frequently and work extensively in the field.
