PN PRIMA focuses on strengthening the capacity and practices of primary health services in Maternal and Child Health (MCH), Nutrition, and NCDs at the Puskesmas/Posyandu level through the 4S framework—Skilled, Supervised, Supplied, Salaried—in the Depok and Bekasi areas, with support from JNJ.
As the program enters its closing phase, an endline evaluation is needed to:
(i) assess the relevance, efficiency, effectiveness (including fidelity), and coherence of the program;
(ii) identify actual changes that have occurred along with PN PRIMA’s contribution; and
(iii) document applicable learnings and develop 3–5 validated success stories.
The approach used is an integrated qualitative design—combining Reflective Learning, Outcome Harvesting (with attached evidence/MoV), and MSC-lite—with a low-burden strategy (prioritizing desk review and focused primary verification) and close coordination with the Implementation Research team to avoid respondent overlap.
Minimum Qualifications
- Minimum of 5 years of experience in public health or PHC evaluations, with familiarity working with Puskesmas/Posyandu settings.
- Experience in Outcome Harvesting or contribution-based evaluations (at least 2 studies).
- Proven ability to write success stories based on MSC or narratives of change.
- Skilled in qualitative analysis (IDI/FGD), outcome mapping, and quality assurance (MoV, audit trail).
- Experienced in preparing evaluation and success story reports in both Indonesian and English.
- Demonstrates application of GEDSI principles as a guiding approach.
