Under the supervision of the PHC Manager, the Pencerah Nusantara Project Lead is responsible for leading the strategic planning, implementation, adaptive learning, and oversight of primary health care strengthening programs within the designated areas of work. This position ensures that the program is implemented in alignment with organizational strategies, government priorities, and donor requirements, while effectively, accountably, and sustainably achieving the People Level Outcome (PLO), System Level Outcome (SLO), and Organization Level Outcome (OLO) targets.
The Project Lead serves as a strategic liaison between the organization’s technical direction, field implementation needs, and the broader health system transformation agenda. In this capacity, the Project Lead translates technical guidance from the PHC Leads (Integrated Service Delivery & Quality, Digital Health Transformation, and Community Health) into operational, integrated, and adaptive implementation strategies that respond to field dynamics.
This position also leads cross-functional internal coordination and builds as well as maintains strategic relationships with the Ministry of Health, donors, local governments, and other relevant partners to support program implementation, systems learning, and the development of models with potential for replication or institutionalization at a broader level.
The Project Lead is responsible for ensuring that program governance and budget management are carried out in accordance with principles of accountability, donor compliance, and implementation effectiveness, while also fostering a culture of continuous learning and data-driven decision-making to strengthen program impact.
Minimum Qualifications
- Minimum Bachelor’s degree (S1) in Health/Public Health, Public Policy, Development Studies, or other relevant fields; Master’s degree (S2) is an advantage
- Minimum 3 years of experience in managing public health or development programs, with at least 2 years in managerial or team leadership roles
- Experienced in strategic planning, program implementation, and monitoring & evaluation
- Experienced in managing donor relations and preparing program reports in accordance with donor standards
- Experienced in working with the Ministry of Health, local governments, or stakeholders at the national level
- Strong understanding of Indonesia’s primary health care policies and systems
- Excellent strategic communication and report writing skills in both Bahasa Indonesia and English
- Able to manage cross-functional teams and work in a dynamic environment
- Experienced in program budget management and compliance with donor requirements
- Demonstrates strong strategic thinking, adaptive management, and decision-making skills in complex and dynamic program environments
- Experienced in managing multi-stakeholder collaborations with diverse interests
- Understanding of systems change, scale-up, or institutionalization approaches in health programs is an advantage
- Experience in health policy advocacy is an advantage
- Experience working in non-profit organizations or international development institutions is an advantage
