We envision that forming a 'new' future for the National Health System to be an important and urgent agenda. The impact of the COVID-19 pandemic is at least one significant lesson on the importance of adequate health sector planning as a foundation for effective development implementation and monitoring. Health development planning practices that tend to be top-down, and technocratic in nature often trigger biased scanning and lead to ineffective policy implementation. This makes health system reform a strategic issue for CISDI.
