Request for Proposal: Impact Evaluation – Baseline Assessment for Pencerah Nusantara

Background

Center for Indonesia's Strategic Development Initiatives (CISDI) is implementing Pencerah Nusantara, a flagship initiative designed to strengthen 25 Village Health Service Units (VHSUs/Pustu) in Kendal District, Central Java, and to improve high-quality, gender-responsive access to primary healthcare services for women of productive age. The program takes a systems-strengthening approach across four strategic pillars: (1) standardization and strengthening of primary healthcare services; (2) strengthening gender-responsive and community-based health workforce capacity; (3) strengthening data systems and digital integration for evidence-based decision-making; and (4) enhancing community participation and women's leadership in health governance.


The program is aligned with Indonesia's national health transformation agenda — including Integrasi Layanan Primer (ILP) and the SATUSEHAT digital health ecosystem — and contributes to SDG 3 (Good Health and Well-being) and SDG 5 (Gender Equality).


To measure the effectiveness and long-term impact of these interventions, CISDI is seeking proposals from qualified research institutions, organizations, consortiums, or joint ventures to conduct the Impact Evaluation Baseline Study for Pencerah Nusantara. This assignment is the first phase of a longitudinal impact evaluation and will establish the baseline against which future midline and endline evaluations will be measured.


Objectives

  1. Establish pre-intervention baseline values for the selected impact, outcome, and output indicators of Pencerah Nusantara, serving as reference points for future midline and endline evaluations.
  2. Assess the pre-intervention health status, healthcare needs, utilization patterns, and unmet health needs of women of productive age (15–64 years), with particular attention to maternal health and noncommunicable diseases (NCDs).
  3. Assess pre-intervention knowledge, attitudes, decision-making autonomy, perceived barriers, and healthseeking behaviors related to primary healthcare services among women of productive age.
  4. Assess the pre-intervention readiness, quality, people-centeredness, gender responsiveness, and compliance of VHSUs/Pustu with relevant service standards.
  5. Examine women's participation and leadership in community health governance, village-level planning, and local health decision-making prior to program implementation.
  6. Generate evidence-based recommendations to inform program refinement, validate indicators and targets, and strengthen MERL (monitoring, evaluation, research, learning) and knowledge management for 2026– 2030.


Scope of Work & Methodology

The baseline assessment shall employ a mixed-methods approach combining quantitative and qualitative data collection from service users, healthcare providers, community health workers (kader), community representatives, and other stakeholders across both intervention and comparison (control) areas. The selected institution must identify and justify credible comparison areas to enable robust measurement of program impact over time.


At minimum, the proposed methodology should cover:

  • Evaluation design, including a credible counterfactual/comparison strategy
  • Unit of analysis and study population (productive-age women, service users, VHSU/Pustu facilities, health workers, village-level actors)
  • Sampling strategy and sample size for quantitative and qualitative components
  • Quantitative components: household survey, health facility assessment, and patient/service-user satisfaction survey
  • Qualitative components: key informant interviews, focus group discussions, and/or other participatory methods
  • Secondary data and document review
  • Indicator measurement matrix with operational definitions, developed in consultation with CISDI during inception
  • Disaggregation and equity (GEDSI) analysis
  • Data quality assurance, and data analysis/triangulation plan
  • Ethics, safeguarding, and data protection procedures

Expected Deliverables

  • Inception report (methodology, evaluation design, sampling strategy, workplan, risk mitigation, data quality assurance plan)
  • Baseline study protocol, including research permits and ethical clearance
  • Finalized quantitative and qualitative data collection instruments
  • Enumerator and supervisor training materials and fieldwork manual
  • Pilot test narrative report
  • Data analysis plan
  • Raw and cleaned datasets, data dictionary/codebook, and calculation syntax
  • Comprehensive replication package and data governance framework, including reproducible analysis code, a field manual, anonymized open-format datasets, and an explicit clause that all instruments, data, code, and outputs are the sole property of CISDI
  • Qualitative transcripts/field notes, coding framework, and analytical matrix
  • Indicator baseline value matrix
  • Validation workshop with CISDI and stakeholders
  • Final baseline report (executive summary, background, methodology, findings, limitations, conclusions, recommendations)
  • Presentation deck for internal/external dissemination

Note: This assignment covers the baseline phase only. Continuation to midline and endline phases may be considered based on performance, methodological quality, timeliness, and value for money.


Indicative Timeline

  • Deadline for proposal submission: August 28, 2026
  • Proposal review and selection: September 2026
  • Contracting and administrative process: Late September 2026
  • Kick-off and instrument development: October 2026
  • Data collection: November 2026
  • Data processing, analysis, and validation: November–December 2026
  • Final report and dataset submission: December 2026

Proposal Submission Requirements

Technical Proposal:

  • Background, situational analysis, and research objectives
  • Proposed methodology (respondent selection/sampling, data collection mechanisms, cross-platform data integration)
  • Data analysis plan
  • Detailed research timeline and work plan
  • Risk register and mitigation matrix
  • Team composition and Level-of-Effort (LoE) table
  • CVs of key team members (at minimum: Principal Investigator, Statistician/Quantitative expert, Qualitative expert, GEDSI/Gender Specialist, Field Operations Manager)


Financial Proposal (submitted as a separate file):

  • Detailed, itemized budget proposal
  • Budget narrative

Note: Total allocated budget for this baseline assessment is capped at a strict ceiling of IDR 565,000,000, inclusive of all applicable taxes, operational costs, and field expenses. Proposals exceeding this ceiling will be disqualified.


Institutional & Administrative Documents:

  • Proof of legal entity status and minimum eligibility criteria
  • Organization's research portfolio
  • Proposal validity period statement
  • Signed declaration of conflict of interest
  • Institutional policies on safeguarding/PSEA and data protection

Note: CISDI does not provide standardized templates for the validity statement, conflict-of-interest declaration, or institutional policies — bidders should use their own institutional letterhead/format, signed by an authorized representative.

Vendor/Institution Qualification

  • Registered research institution, organization, consortium, or joint venture with relevant legal/institutional documents
  • Demonstrated experience in impact evaluation, baseline/midline/endline studies, or related MERL work
  • Relevant research portfolio
  • Team capacity meeting the minimum roles above
  • Willingness to submit required legal documents upon selection (ID card of institution head, NPWP, institution portfolio, bank account number, Articles of Association, Certificate of Domicile, SIUP/TDP or NIB)


Proposal Assessment Criteria

Proposals must address all stated objectives; those that do not will be disqualified. The technical proposal carries greater weight than the financial proposal given the strategic importance of the baseline as the foundation for future midline and endline evaluations. CISDI may invite shortlisted candidates for clarification or presentation.

  • Relevant institutional and team experience: 20%
  • Operational excellence and risk management: 10%
  • Financial proposal and value for money: 30%
