Primary Healthcare Impact Lab (PHIL)

Non-communicable diseases such as hypertension are among the most pressing public health challenges in Indonesia. Yet the primary healthcare system remains fragmented — overlapping programmes, disconnected data, and more than three quarters of people living with hypertension still not receiving the care they need. The infrastructure is there, but it has yet to operate at full capacity or reach communities effectively.


The Primary Healthcare Impact Lab (PHIL) is designed to address these gaps. Founded by CISDI, Universitas Harkat Negeri, Harvard Medical School, and Tamaris Hydro, PHIL works across Kota Tegal, Kabupaten Tegal, and Kabupaten Brebes to strengthen primary healthcare through three interconnected pillars: service delivery innovation, evidence-based research, and leadership education and development. The goal is a primary healthcare system that is more resilient, equitable, responsive, and accountable to the communities it serves.
