Background

Center for Indonesia's Strategic Development Initiatives (CISDI) is a civil society organization dedicated to sustainable health development. CISDI currently serves as the National Coordinator for Transform Health Indonesia (THI), a multisectoral coalition committed to advancing an equitable and inclusive digital health transformation in Indonesia.


While Indonesia is undergoing rapid digital health expansion—exemplified by initiatives like SATUSEHAT and electronic medical records—public awareness regarding health data privacy remains low. Despite the enactment of the Personal Data Protection Law (UU PDP) in October 2024, significant gaps persist in data governance and public understanding.


Through this tender, we are seeking a consultancy partner to build shared ownership of digital protection issues, increase public engagement, and ensure that Indonesia's digital health transformation is rights-based and inclusive.


Scope of Work

The selected consultant will lead the coordination and implementation of the campaign with the following key responsibilities:

  • Coalition Management: Launch targeted outreach to recruit three priority institutions to join the campaign coalition.
  • Strategic Coordination: Manage quarterly coordination cycles, facilitate planning sessions, and provide updates on joint workstreams.
  • Creative Campaign Implementation: Design and implement innovative campaign activities, such as public awareness drives and creative digital content, to increase visibility.
  • Inclusivity & Leadership: Ensure inclusive participation of youth, women, and marginalized communities across all campaign outputs.
  • Public Engagement: Grow and sustain active participation in the MyDataOurHealth campaign.
  • Monitoring & Reporting: Maintain a participation tracker and provide regular progress reports to coalition partners and funders.


Qualifications

We are looking for legally registered organizations (Foundations, NGOs, CSOs, or Research Institutes) that meet the following criteria:

  • Legal Status: Proven track record in national or sub-national campaigns and policy engagement.
  • Technical Expertise: Demonstrated experience in health data governance, digital health, social inclusion, or child rights campaigns in Indonesia.
  • Strategy & Design Capacity: In-house expertise in campaign strategy, policy analysis, and creative design.
  • Project Management: Established systems for financial accountability, HR management, and operational procedures.
  • Facilitation Skills: Ability to build networks with government and media, and experience in facilitating inclusive, gender-sensitive processes.


Selection Process & Requirements

Interested applicants must submit a proposal in English that includes the following:

  1. Administrative/Legal Documents: Company profile, CVs of the lead consultant and team members, Director's ID (KTP), Deed of Establishment/Amendment, NPWP, Domicile Certificate, and NIB/Business License.
  2. Portfolio: A summary of previous similar assignments, including samples of digital campaigns or policy-oriented outputs.
  • Technical & Financial Proposal:Campaign strategy, approach, and methods (online/offline integration).
  • Team composition and roles.
  • Detailed workplan and timeline.
  • Detailed fee breakdown (inclusive of taxes) and implementation budget.
