Background

Center for Indonesia's Strategic Development Initiatives (CISDI) is a civil society organization dedicated to sustainable health development. CISDI currently serves as the National Coordinator for Transform Health Indonesia (THI), a multisectoral coalition committed to advancing an equitable and inclusive digital health transformation in Indonesia.


A critical challenge is the misalignment between growing digital health services and the preparedness of the health workforce. Currently, the integration of digital competencies into academic and national training remains partial. This consultancy aims to update, disseminate, and facilitate the institutional integration of the Digital Health Competency Dictionary to bridge these capacity gaps.


Scope of Work

The selected consultant will be responsible for:

  • Institutional Dissemination: Distribute the dictionary to at least five priority institutions (e.g., AIPTKMI, PPSDM).
  • Testing & Feedback: Facilitate discussions to review dictionary use cases and collect standardized feedback.
  • Academic Integration: Convene working sessions with AIPTKMI to embed dictionary components into curriculum reviews.
  • National Coordination: Host a national roundtable to validate findings and produce technical notes and policy briefs.
  • Gap Analysis: Identify in-service training needs in primary health care and digital governance.
  • LMS Module Development: Update at least two training modules for compatibility with the Plataran Sehat LMS platform.
  • Policy Advocacy: Develop an integration proposal and organize a high-level roundtable for formal MoH acknowledgment


Qualifications

Interested organizations must meet the following criteria:

  • Legality: Registered foundation, NGO, professional association, or academic institution with expertise in health workforce development or digital health.
  • Proven Experience: Track record in supporting government or academic institutions in curriculum development or competency framework design.
  • Strategic Relationships: Established networks with institutions such as AIPTKMI, PPSDM, and public health faculties.
  • Technical Skills: Capacity to conduct gap analyses, design LMS-ready training materials, and facilitate multi-stakeholder policy dialogues.
  • Internal Capacity: In-house expertise in curriculum design and accountable operational systems.


Selection Process & Requirements

Proposals must be submitted in English and include:

  1. Administrative Documents: Letter of Interest, inclusive quotation, Company Profile, team CVs, Director’s ID (KTP), Deed of Establishment/Amendment, NPWP, Domicile Certificate, and Business License (NIB/TDP) .
  2. Portfolio: Summary of similar past assignments and policy-oriented samples.
  3. Detailed Proposal: Strategy/methods, team roles, workplan/timeline, and fee breakdown including all taxes .
