This document is a factsheet presenting an analysis of the nutritional quality of packaged food and beverage products in Indonesia using the Nutrient Profile Model (NPM) approach. The publication compares three nutrient classification systems, namely the Nutri-Level system proposed in Indonesia, alongside the models developed by the WHO South-East Asia Region (WHO SEARO) and the Pan American Health Organization (PAHO), to assess the extent to which products exceed the thresholds for sugar, salt, and fat. In collaboration with the Global Food Research Program (University of North Carolina at Chapel Hill), data from the Mintel Global New Products Database were used to analyse more than 5,000 products launched in Indonesia between 2018 and 2024. Key findings indicate that the majority of products exceed nutrient thresholds under global standards, while the current Nutri-Level system tends to be less sensitive in identifying unhealthy products. This document aims to support the strengthening of food policy in Indonesia, with key recommendations including the adoption of an evidence-based NPM aligned with international best practices, a reassessment of the Nutri-Level thresholds, the improvement of front-of-pack labelling, and the implementation of a comprehensive policy package to reduce the consumption of sugar, salt, and fat.
