CISDI Logo: Symbolizing the collaboration of three strategic pillars—research, advocacy, and capacity building—to advance Indonesian healthcare.

This policy brief published by CISDI in collaboration with the DKI Jakarta Provincial Health Office is intended as a reference point for drafting regulations, as well as a practical guide for canteen managers in educational institutions, health facilities, offices, and other public spaces. This document outlines a framework for analysis and strategic recommendations regarding the provision of safe, nutritious, and standardized public food to foster a healthy food environment.

The steps in this policy are presented in response to current public health challenges, as obesity rates in Jakarta are recorded to exceed the national average across various age groups. Furthermore, the continued prevalence of snacks high in sugar, salt, and fat, as well as the detection of harmful substances in everyday foods in canteens, requires real and measurable protective interventions.

To provide a comprehensive solution, this publication recommends several key approaches: [1] Expanding Scope: Encouraging the implementation of healthy canteen standards not limited to schools, but extending to all public facilities and office buildings; [2] Four Pillars of Success: Using nutritional standards, food safety, a healthy environment, and governance as clear evaluation benchmarks; [3] Tiered Capacity Building: Classifying canteens into basic, intermediate, and advanced levels to facilitate a phased capacity-building process for vendors; [4] Restrictions on Promotion: Limiting advertising, promotion, and sponsorship for foods high in saturated fat to protect the public from the influence of unhealthy consumption.

Through a strong budget commitment and robust cross-sectoral collaboration, this policy is expected to drive positive change toward the realization of a healthier food environment for all citizens in Jakarta.
